I looked at the mod and what you wrote. The more than 100% means that there is a guaranteed chance of a higher tier, because the game does not allow you to set more than 1.0 (100%).
However, if you look at the pictures of my mod, there is a screen configuration. There is a chance of a higher quality - that is across the board for all quality tiers, i.e. if you set 0.5 = 50% for a better tier. 1 = 100%, 0.01 = 1%...
Newly, since version 1.0.1, I have added a Dynamic quality bonus. This means that each additional tier has a specified value in % better chance of a higher tier. So if the normal chance is 0.1 (10%), bonus 0.05 and you go from Epic to Legendary (which is tier 4), then (bonus * tier level) + chance = 0.3 (30%) etc.
I added this setting so that it wouldn't be such a pain to make better quality ones later, but the chances slowly increased.
