So I was searching for mods to try and installed about 6 mods, list is on a comment on the github issue
upon reloading Factorio there was an error loading mods quote "Error while running setup for recipe prototype "dect-concrete-grid" (recipe): Duplicate item ingredients are not allowed (sand exists 2 or more times"

I inspected the mod list compared from my current save, disabled all new mods and then enable them one by one returning on Homeworld Redux being the cause of the issue, since all the other mods runned fine with it disabled

I can load a game with Dectorio and Homeworld just fine, no conflicts. I suspect there's something else going on here with a third mod, since this one doesn't add sand to anything except the base game concrete recipe, and in my test dect-concrete-grid doesn't even have sand included at all.
