The way it works, is that in the locale folders, there are folders in the intials of languages. English will be en, etc.
Inside of them, are the locale files for that language. If you want to localise to multiple langauges, simply have multiple langauge folders in side of the locale folder.

I made Chinese intials, just like English, but it doesn't show in the game

My problem is solved. It's my software problem.
