b beacons ignore module limitations

Beacons don't respect module limitations on structures, the way the structures themselves do.

SE each building can only be affected by one beacon, but helmod defaults to four beacons per building

Everyone's habits are fixed. I suggest adding an option to allow players to set the default number of beacons

@fang: in the Edit Recipe use the round button to set default beacon and the value
the play button can propagate values on all row

I'm pretty sure that it doesn't work properly, or at least it didn't why I tried it.
Also, it reset the beacon module config. Back when I tried it.

The beacon round button sometimes works but sometimes not.

The same kind of building is effective, such as level 1 assembly machine and level 2 assembly machine, but different types of building are invalid, such as assembly machine and chemical plant
