Expands Fulgora to require scrap prep from the toxic sludge in the ocean.

Scrap in its raw form produced 1/10th its normal output in a recycler. An electromagnetic plant is required to process the scrap and toxic sludge into enhanced scrap.

Enhanced scrap performs normally but no ice, or solid fuel. Holmium ore and stone are increased from 1% chance to 5% and 4% respectively.

Oil production is now done in the chemical plant, by combining toxic sludge with raw scrap to create a forzen tarball. The tarball is recycled to produce ice and coal. Coal is then used to create oil products.

This separation allows the engineer to choose combining their water / oil production into their main sushi belt or create a purpose built section of their factory. Freedom.

Extra ice / coal can be recycled into nothing.

I wanted to have fulgora's oceans become more of an integral part to the factorio.
