No, I have not tried that before reporting. So perhaps this is how vanilla works.
After some tests - yeah, this is how vanilla works.. Setting name would imply that it just offsets starting area moisture, it shouldn't impact entire world. What's funny setting this "on" doesn't even make sure that starting area will be moisturized at all..
(further tests) - "scale" on this settings appears to scale size of moisturized area down (but does nothing if above 100%) and "coverage" on this setting seems to be having offsetting effect on moisture["bias"] in affected area... 100% means no effect, 0% means dry even if it should be moist and 600% means forest even if it should be dry. Disabling setting (weirdly off) sets moisture to minimum on the entire planet, not only in starting area. (perhaps it works "almost as intended" but disabling it breaks moisture noise generation in general...)
Sorry for bothering. I should've tested more before assuming blame on first mod that changes some generator noise presets, and not even terrain presets x_X feeling stupid now xD Especially that I first seen that setting and just assumed to know what it does from it's name.
