I think adding an option to completly disable the fire-extinguishing system while keeping the visual weather effects would be a good idea for players who want to preserve their UPS while still enjoying some meteorological variety.
Even though it’s realistic, fire extinguishing by rain is very situational and doesn’t affect gameplay much, so it doesn’t necessarily justify the constant UPS cost.
Very cool mod though, I've been waiting for it for so many years!
