Directional Lamps

Adds some lamps that emit a light cone similar to the car's.
Can be rotated with (by default) ctrl + scroll, and can be recolored.

Thanks to PennyJim on the factorio discord for their help getting this to work :)

Known issues

• Directional lamps are polled to update their power status and colors, which can cause slowdown with many lamps. The polling rate can be changed in the mod's settings, but I still reccomend using them sparingly.
