Using delete gleba and delete vulcanus, the recycler is being set to require crafting on nauvis pressure wise.

This snippet of code, from a brief look, seems to be in the, gleba vulcanus and fulgora deleted section, but is activating anyway.

This was noticed as a problem using any planet start and fulgora extended, to start on fulgora. Looking at it, it is also applying the nauvis pressure constraints to the electromagnetic plant and electromagnetic science pack, despite fulgora deleted not being present.

Starting on nauvis without any planet start and fulgora extended does not apply these recipes, so I think it might be detecting something in those other mods as passing your check to see if fulgora deleted is present.
