Does the same for any planet tile that cannot be built on when nobody there can make the game's own answer.

When a player visits or views a planet that requires cover tiles prior to building, such as concrete on ice and ice platforms on Aquilo, if the current default tile for their force is unset or they (and any allies on the planet) don't have it, then the default is set to the cheapest cover tile they have available.
