I was trying to setup my miner to only mine if there is less than 1'000'000 in storage, and inserters to pull things in only if there is less than 1'000'000 but when the storage is empty it's not outputting anything leading them to not put anything in, not sure if there is a way to output 0, but some sort of a way to let it setup without need for player input would be nice

"Nothing" means 0. If you tell your circuit "Iron < 1000000", "no iron at all" counts as 0 iron.

IOW: have you tried it? Try it, and if it doesn't work, come back here. But it does work.
