g Add mod settings + capacity

Glad to provide you some ideas, that I think can make mod more good to usage, I think I can explain why.
+Add settings for update storage inventory timeout, by default it is near 1 sec, make it possible to setup low-weight values, possibly it will help with an low-stack items, like stack-10 or stack 1, when their full all memory storage at once, and wait tick when it get all to memory.
+Change capacity by default it is near 60/120, 60(max before put in memory display availible)/120(max all), make it like warehouse + buffer, 1800/3600, 1800(max before put in memory display availible), 3600, (max all)

High number of slots in containers like warehouses is very bad for UPS. It seems the current memory unit has a capacity of 300 slots for some reason:

It's infinite so why does it have so many, and could we configure it smaller? What would it do if it were smaller? For a common stack of iron ore some 4 slots may be enough for quite many blue loaders in and out. One would have to test exactly how many.

The number of slots got increased in the latest version. The reason is that using very fast belts or other means to store or retrieve items the buffer glogs and reduces the speed noticeable. I used to work with Iper-belts https://mods.factorio.com/mod/iper-belt they deliver items at about 512/s, when the number of slots in the memory storage is too low it will fill up or run empty before the next sync handles the memory.
