So I've tried with both loaders and inserters....I don't want the Beltbox to fully fill up with materials. Is there a setting I'm missing? Am I asking for the impossible?
You are asking for impossible I think.
Those are made as furnaces and thats the logic - up to full stack on output.
I'm not sure why loader loads them to full stack on input.
