Probably yes. I haven't tested it with RSO since Factorio 0.14, and both mods have changed significantly since then.
I believe the only potential difficulty is if RSO tries to put resources on terrain before CTG has had a chance to place water, and thus some resources may be lost to the water.
If you try out RSO with CTG, please let me know if you run into any problems -- otherwise I will assume that there is no issue.
