Adds an end-game technology, gated behind promethium science, that unlocks quality-enabled variants of the asteroid reprocessing recipes. Reverses the 2.1.7 balance change that stopped crushers from accepting quality modules, but makes it something you research rather than something you get for free. Quality modules only. Productivity stays blocked on reprocessing, as it always has been.
