I just noticed, that I have full access to the Excavator from the very beginning, despite there being a tech, that requires up to Utility Science to unlock it.

But since the Excavator and recipes are already unlocked from the beginning, the tech is currently useless.

Maybe attach it to the tech and add a map option to allow said building to be unlocked from the very beginning, disabling the tech if cross-marked.

Thanks for reporting! I didn't implement an option to enable the tech from the start, but if there are more requests for it, I might add it in the future.
