How can I return technology of productions steel and iron ingots in my game?

Did your tech get locked again? If so, I think this is done by Space Exploration any time you add mods or change startup settings (see this similar thread: https://mods.factorio.com/mod/bzgold/discussion/64617337ed8156dc5cd7886b )

If not, please let me know what happened.
