Playing in Factorio 2.0 (no space age) to get electronics research i need graphite but to mine graphite i need electric drill but to get the electric drill i need the electronics research so it just loops
With Graphite & Diamonds on, electric drill should be unlocked by building wooden electric poles which are unlocked by steam power. If that's not the case, some other mod could be changing the early tech tree back to something like vanilla.
