I think Graphite from Flake Graphite with Hydrogen Chloride is a kind of ore enrichment process (the code says so), its fluid inputs are swapped comparing with other enrichment processes.
In the following image, apart from Tin enrichment which takes only water as a fluid input, other processes except Graphite take water from the left and another fluid from the right. But Graphite takes water from the right and HCl from the left.
