For some reason steam power is now a research branch..

No, it's not a bug. However there is a bug where it's possible to not have a power source prior to researching steam power.
If this is the case for you, open mod settings from the main Factorio menu and tick Burner Generator.
I've decided to revert this change. Steam Power tech won't be added if Burner power phase setting isn't enabled. Change will be in 1.2.0
