for change logs, please see the general discussion page for that specific main game version. since 0.15, this has been in the first post.
I did experiment adding changelogs to the mods themselves, but it wouldn't work. The mod portal has since changed, so it loads in the mod portal, but not the game, and I haven't released any real updates since.
