Can you please create a new game, Dave it, then upload the save file for me to check? I can't reproduce this issue so it must be specific to your combination of mods / settings.
I fixed it in the end it was a mod that add one thing that does not even touch copper making Bob's Metals, Chemicals and Intermediates make it so you can not make copper.
