I played my 0.17 bobs mods world for a long time, so when i noticed 1.0 changed some recipies i decided to downgrade back to 0.17. I downloaded the older versions of all my mods back and changed them in the mod folder. when I started up Factorio, suddenly the god modules were turned of in the mods settings. is there a way I can turn them back on?

Downgrading would have deleted the settings file. Just load the game to the main menu, go to settings, mod settings, and then change any settings you like.
when you press Confirm, the game will restart and load with the new settings. You can then load your savegame with these new settings.
