It's not a dependency, because it's not a requirement for the mod to function, either literally in code, or in gameplay.
The dependency system exists for functionality reasons, to tell the game that it needs this other mod installed first to be functional, or to load the other mod before this one.
Also, bobplates (MCI, Metals, Chemicals and Intermediates) lets you craft synthetic wood from oil.
And wood itself is part of the base game.
There are options, and I don't want to force players to do anything. You are free to use just one of my mods, or all of them, gain useful or required parts from my own mods, or alternate methods.
So... that's why it's not a dependency.
