I haven't changed the pipe length in a while. I did change it early 0.17, but that was only Tungsten because it was set to Tier 5, when it's a Tier 4 material. I added Copper Tungsten and Nitinol as Tier 5 materials.
I actually included a migration script to transform all placed Tungsten underground pipes into Copper tungsten underground pipes to try and avoid these issues, but for some reason it doesn't fire.
