Using all the overhauls for transport belts and inserters -- no other mods touching the inserters or belts.

Inserters don't move fast enough to pick up the items on the belt. Using fast red inserters on yellow belts causes the inserters to constantly miss the items it tries to pick up. Similar to how a burner inserter fails to pick up items off a fast track.

Do the inserters need to be faster?
