inserter overhaul breaks upgrade planner's ability to replace inserters.

this is likely either due to the loading stages used in both bob's logistics and upgrade planner. most likely, upgrade planner is pulling item and entity information during the data stage and bob's logistics is removing the items during data-updates. this is just a guess though.

actually, this may be a blueprint issue come to think of it...
