So according to NEIF, there is in fact a basic underground and a basic splitter, but there's no way to craft them in game and don't turn up in any menus.
It makes the first tier of the game practically impossible as you can't build any belts until you get to mining simultaneously copper, iron and tin. Which is a bit harsh when you don't have any kind of undergrounds or splitters.
