Can you confirm if this is a bug or not? The game does not say that it would be incompatible, but there is no gui button, or even control setting for it, the only control setting there is for changing it to a long inserter and your video would suggest that it doesn't require any research.
Edit: sorry I'm an idiot, discard this, apparently something went wrong and the game didn't have the mod installed.
