For super-force-building, the main problem is that the game does not emit events to mods when that occurs, as far as I can tell. There are a handful of similar scenarios, some very old, and some new to 2.0, where events are not emitted for some special cases. There's nothing sensible that I can do about that. I would consider a nuclear approach only after the developers confirm they won't add events for these cases.
In your example, which is small enough and reproducible enough to notify the developers, I know that there's events to deconstruct the existing belts and one to place the new ghost for the electric pole. However, there's no events for the new undergrounds.
I don't know if bug threads are already created for those scenarios, and I don't have the time to create them right now. However, during the beta period, I submitted this feedback for a handful of cases, and obviously nothing was done about it by release.
