Yes. This wrapper has no runtime script and no data-stage logic. Any performance behavior comes from the original dependency.

Is this safe for existing saves?

Yes. Adding this wrapper only enables the dependency relationship. Removing the wrapper while keeping More Long Inserters installed should not change anything.

Does this affect achievements?

Like any enabled mod, it makes the save modded for achievement purposes.
