Does this change the Foundation technology?

No. The vanilla technology unlock stays the same.

Does it change the crafting time?

No. Only ingredient amounts are reduced.

Is it safe for existing saves?

Yes. This is a data-stage recipe tweak with no runtime state.

Why conflict with cheaper-foundation?

Both mods target the same recipe cost. The conflict avoids accidentally stacking two discounts.
