I would suggest that Big Poles only be placable on shallow water when this mod is loaded alongside Cargo Ships because that mod adds "Floating Electric Poles" (supply 0x0, reach 45) which supersede the use of the place-on-water standard Big Poles
synopsis: if Cargo Ships Mod, Big Poles only on (pale/shallow and sand/shallow) water, and change Big Floating Poles (from Cargo Ships mod) to NOT be placeable in shallow/sandbar water
