A special building for Nauvis that is very good at making concrete and some basic chemistry.

It creates recipe categories in the same style as the electromagnetic and cryogenic plants: recipes are shared between the batch plant and the chemical plant, where there are advantages to using the batch plant when possible.

It also includes a more-sensible concrete production chain.
