With a little work, you can follow the source link from the information page and browse to Downloads | Download repository, and rename the downloaded zip file to automatic-train-and-station-painter_0.3.4.zip and stick it in your mods/ folder.
I've not pushed it to this portal because I'm investigating a way to use ATP w/o forking it now that yeahtoast has incorporated more recent overhaul mods. You can use the instructions above as a hold-over until then.
