Turns the "return components" on mining option into a per-player setting for early game.

Now you don't have to fully annoy your friends with your extreme overhaul settings. Alternatively, use it in singleplayer and make things easier on yourself.

Robots being researched will result in components being returned. This mod becomes useless after that point, and can be removed.
