Having blacklist would basically adding majority targetable entities to the priority list, which it's no longer act as priority lol.
I also don't think target priorities was designed to have a very large list. The turret have to iterate that list whenever they target. Don't know whether there is performance implication.
I may look into it if I have free time. No guarantee tho.
Re: not covering all enemies
This mod is made as a support for my ERM mods. It supports the more popular ones. Other enemy mods can implement support if they want to. You can ask them to add support.
Some supported mods have "unused" units (e.g. explosive biters, the 0-9 ones). I didn't add them as there were no demand and my mods don't use those "unused" units. I'll add them if I use them in the future or there are demands.
