Hey, thanks for reporting this!
The maximum number of tiers is indeed shown as 10 in the startup settings, but the mod currently only implements 7 tiers when playing without Space Age, and 4 tiers when Space Age is enabled. These values were chosen arbitrarily during development and are not intended to match the setting's upper limit.
So what you're seeing in Factoriopedia is expected behavior: only the implemented tiers have associated technologies and recipes.
That said, you've pointed out a real issue: the tooltip and setting limits are misleading because they suggest that all values up to 10 are available. I'll update the setting description/tooltip in a future release to make the actual limits clearer.
