Adds startup options to separately adjust the thresholds of the overflow/top-up valves from Angel's Petrochemical Processing. Now your pipes won't keep sloshing between 79.9% and 80.1% while the valves waste your precious fluids! (Note: The tooltip does not change, it will still say 80% for both valves.)
