The trigger technology for holmium ore is unobtainable if the scrap recycling ingredient has another recycling recipe. Also recycling the recipe for holmium ore with a 25% chance into holmium can be overwritten by another recycling recipe, however the recycling recipe for holmium ore doesn't count for the trigger technology.

Oh right, also some planet locked recipes can request thruster fuel for them.

Which version of the mod were you using? Were you using the default presets for Space Age?

If you ever used an older version of the mod you might have to go to the mod settings and reset settings to default. I didn't have all the fluid fixes until I did that for the "Don't randomize as ingredients" setting

I was using 2.0.7 for the mod version at the tim. (not sure of the default settings at the moment)
And the only mod setting I could see that could really affect this is the randomized hidden recipes.

So I was incorrect, sorry for the (semi) false bug report. As I forgot that you can hand craft the recycling recipe. However I would say that it can't really be automated in certain scenarios and I would also understand if you don't want fix this.

Using mostly default settings on seed : 89532179513 ; Resource ratio variance : 3 ; Hidden recipes : Randomize , can reproduce the issue of with the recyclers. (I did use the higher resource variance for faster resetting and it also tends to impact seeds more often)

Hmm. Yes, if you set hidden recipes (includes recycling recipes) to be randomized, then they will be randomized, and they won't be overwritten by auto-generated recycling recipes (reversing crafting recipes).

ATM there isn't a good solution to this. You could set hidden recipes not to be randomized, but I'm not sure that's what you want.
