Enabling the ability to deconstruct them, and then trying to place them down on landfill just causes a little popup that says "Cannot build on Landfill". This happens with all 3 big entities. I have the loader setting disabled, if that matters.
EDIT: Figured out a work-around. Enabling "spawn factories over resources" allows you to place them on landfill (and ore, of course)
