The renewed version of [Riley19280's original work] (https://mods.factorio.com/mods/Riley19280/Waterfill) which let you make Waterfill (same as Landfill just with water).

Just simply research it as you do with Landfill, and you'll be able to craft a "special" iron-axe, which can dig you 25 blocks of water. Yeah, it kind of cheaty, but imagine the water comes up from the depths. :)
