So for those curious, I dug through the code, and it looks like this mod adds 2 things:
Water Spawners and Water Spitters. These special Spawners and Spitters only appear on the water, and cannot go on land. The Water Spitters seem to consist of copies of the normal types. They have a blue tint to them.
