I've noticed with the buffer warehouse (haven't test with other buffers) that bots will bring the specific items to warehouse but then won't redeliver to requester chests. they act as storage warehouse vs buffers as intended.
Internally the warehouse/storehouse buildings are just giant chests, so the mod has no control over buffer behavior. We just set the logistic_mode and let the game handle it.
