Item and Fluid Wagons stack size / capacity is now effected by quality

Augmented or new ways of transporting materials - belts, inserters, pipes!
Trains are great, but what if they could do even more?
Quality cargo and fluid wagons are great, and in order for them to work best we also need quality fluid tanks. Would it be possible to add quality fluid tanks to the mod? Thanks!
