- Added mod settings to allow changing quality runes' bonus and malus. Default starts at 1.5% as before.
- Added mod settings to enable and change quality malus on speed runes. Disabled by default.
Changes:
- Greater and Exalted quality runes now directly scale off normal quality rune's bonus. By default the progression is 1.5/3/3.7%
