This is intended! The fuel reprocessing recipe has had its results modified to be the typical uranium enrichment recipe results.
My intention was to rebalance around uranium fuel cells being significantly cheaper than in vanilla pre-kovarex. In addition, depleted uranium fuel cells can be decompiled and reassembled back into uranium fuel cells, which can create a positive feedback loop. Together, the system allowed for easy-to-set-up infinite power starting from blue science unless I tweaked something.
The solution I came up with was to give depleted uranium fuel cells a unique purpose, so that players would have to choose between something important and the infinite power loop. The reprocessing recipe is similar enough to the enrichment recipe that I just merged the two, making the depleted fuel cells the only way to get U-235 and U-238. Considering this is the only way to get X, Z, and numbers, it becomes much more worth it to just create new fuel cells and use the depleted cells to make science. To make the player not require hundreds of reactors for adequate throughput, I also drastically reduced the fuel value of the uranium cells.
