Mythic Quality (All Configurable)

Adds an ultimate Mythic Quality that is really strong but is hard to get. Tweak other quality to be stronger but are more harder to get. You can also modify all value for all quality. This mods is based on https://mods.factorio.com/mod/SteeperQuality
