Minimal mod to enable transport drones to drive on various modded roads.

The new asphalt tech prerequisite should be optional so that mods like https://mods.factorio.com/mod/Early_Transport_Drones can keep working properly.
OK - I can remove the dependency entirely if that would work better. Or reverse it so that roads are behind transport drones.
