Is it possible in any way to have the train not skip a station depending on the schedule configuration?

I am not sure what kind of set up you are looking at, can you provide an example?

in SE, I load rockets by train, and my schedule is depot>load (full)>depot (signal)>silo(empty)
I want to be able to skip the first depot if there's a load open, but the second depot stop is so that they only depart when my signal transmission detects that there is a need for cargo to the silo.

Something like adding a circuit condition 'skip = 0' to some part of the station's schedule, and if that's found the skip routine aborted. For that part of the schedule.
